E3 Consulting served as the Independent Engineer on IJGlobal’s North American Power Deal of the Year: Hill Top Energy Center for 2019. Referring to its status as the first “pure project bond financing of a quasi-merchant CCGT in PJM Interconnection,” IJGlobal pointed out that Hill Top was already notable because it cleared the PJM capacity in 2018 with a better-than-expected price.
Hill Top Energy Center is a new 619 MW combined-cycle natural gas-fired 1×1 combined cycle plant currently under construction in Greene County, Pennsylvania. The Project will utilize one General Electric (GE) 7HA.02 combustion turbine-generator unit, one heat recovery steam generator, and one steam turbine generator.
The E3 pre-finance team was led by Andy Hixson. Mike O’Dell is currently providing construction monitoring services for the Project, which began construction in March 2019, with a targeted commercial operation of June 1, 2021.
