E3 has provided technical and commercial Independent Engineering due diligence reviews for wind projects ranging from large utility scale (MW range) to smaller community scale (<10 MW).  We have worked with the major turbine manufacturers and understand what makes a wind project both technical viable and financially feasible.

Representative Projects


AES Voyager Wind I – Tehachapi, California

E3 served as the Independent Engineer on behalf of project lenders to support the construction and term financing of this 131 MW wind project located in the Tehachapi Wind Resource Area.  The project utilizes Vestas V112-3.45 WTGs.  E3’s services include a review of technology, status of permitting, construction contracts, construction costs and schedule, the wind resource study and production estimates, O&M costs, and interconnection requirements.  E3 provided construction monitoring services on behalf of the lender and tax equity provider.


Terra-Gen Wind Finance Company Portfolio – California, Colorado, Minnesota, Texas, and Wyoming

E3 served as the Independent Engineer on behalf of a portfolio of 18 wind farms totaling nearly 500 MW, located in Southwest, United States. The fleet consisted of more than 1,300 turbines with wide range of capacities, brought into service over a period of 20 years, and manufactured during an era of industry consolidation.  E3 provided opinions regarding the useful life, operations and maintenance, management, energy, and financial projections of the portfolio.  The wind farms are currently owned and operated by affiliates of Terra-Gen. E3 prepared an Independent Engineering report used to support the company’s refinancing of the portfolio.
