E3 Supports Financing of Rayburn Energy Station II Through Texas Energy Fund

E3 Consulting Services (E3) is pleased to have supported Rayburn Electric Cooperative’s new 570-megawatt natural gas combined-cycle facility, Rayburn Energy Station II (RES II), by providing independent engineering services in support of the project’s financing application to the Texas Energy Fund (TEF), administered by the Public Utility Commission of Texas (PUCT).
Rayburn executed its TEF loan agreement in early June 2026, and project groundbreaking took place on June 9, 2026. Created by the Texas Legislature and approved by voters in 2023, the Texas Energy Fund was established to support the development of 10,000 megawatts of new dispatchable generation to strengthen reliability across the ERCOT market.
RES II will utilize Siemens Energy SGT-800 industrial gas turbines, providing reliable, fast-start generation to help meet Texas’s growing electricity demand. The facility will be constructed adjacent to the existing Rayburn Energy Station, which Rayburn acquired in 2023. As the first electric cooperative approved for TEF financing, Rayburn is expected to bring the project online in June 2028.
E3 served as the Independent Engineer for the TEF financing process, providing PUCT with an independent technical assessment of the project. Executive Director Mike O’Dell led E3’s engagement, helping support the evaluation of the project’s technical viability and readiness for financing.
