E3 Consulting is delighted to share that the Rock Island Generating Project, a planned 122 MW natural gas-fired peaking plant being managed by Sky Global Power Partners for the Kerrville Public Utility Board (KPUB), has been selected as the first recipient of a low-interest loan from the new Texas Energy Fund (TEF). As the Independent Engineer, E3 Consulting supported the project’s loan application, which resulted in the approval of a $105 million loan by state regulators. The TEF was established to finance the construction, maintenance, modernization, and operation of electric facilities across Texas. Once operational in 2027, the Rock Island plant will provide quick-start, dispatchable power to the ERCOT grid, helping to meet growing electricity demand in the Houston area.
