Andy Hixson
Executive Director, Denver, Colorado

Mr. Hixson is a chemical engineer with more than 17 years of experience in project finance and development activities such as site acquisitions, contract negotiations, permit applications, and pro forma development. His background also includes environmental services, including air permitting, air dispersion modeling, health risk analysis, compliance assistance, auditing, and training. Mr. Hixson serves as E3’s practice lead for solar projects.  His solar PV experience over the past four years includes the review of more than 100 individual projects totaling approximately 400 MW and three large solar portfolios totaling approximately 7 GW.  He is an active member of several industry trade groups including the Solar Energy Industries Association and the Colorado Solar and Storage Association.  Mr. Hixson has a M.S., Global Energy Management from the University of Colorado at Denver School of Business and a B.S. in Chemical Engineering from the Georgia Institute of Technology.

Andy

Carol Ho, P.E.
Senior Director, Denver, Colorado

Carol Ho is an environmental engineer with more than 18 years of diverse experience in evaluating all aspects of environmental requirements associated with energy projects, including many renewable energy projects.  Ms. Ho focuses on environmental risk assessment and permitting compliance issues, including evaluation of the biological impacts and mitigation strategies associated with wind and solar farms.  Her evaluations of projects include all aspects of local, state and federal level environmental permitting, including current regulatory initiatives to streamline compliance with the Endangered Species Act, Bald and Golden Eagle Protection Act, and Migratory Bird Treaty Act.  Overall, her work typically includes independent research, documentation requests, reviewing the applicable regulations, permit conditions, Phase I Environmental Site Assessments, notices of violation and compliance orders.  Her experience in navigating permitting requirements provides clients with valuable guidance in interpreting common regulatory issues and maintaining compliance.  Ms. Ho has a B.S. in Environmental Engineering from the University of Guelph, located in Ontario, and is a registered environmental engineer in the State of Colorado.


Lori Kepner
Senior Director, Denver, Colorado

Lori Kepner came to E3 from CoBank where she advised clients on project financings for energy projects. Her background provides her with a unique understanding of negotiating and securing profitable non-recourse financing for energy projects. Ms. Kepner’s transactional skills in financial and credit analysis, debt and equity cash flow modeling, loan documentation and risk analysis have allowed her to serve her clients well at E3.  As a banker, Ms. Kepner was on the forefront of wind and solar project financings that began in the mid-2000s.  Ms. Kepner is an active member of the American Wind Energy Association, having served on conference panels on project finance and due diligence. She is also a member of Women of Renewable Industries and Sustainable Energy (formerly known as Women of Wind Energy) at the national level and serves on the leadership committee for the Colorado chapter.  Ms. Kepner has an M.B.A. with an emphasis in Finance from the University of Denver and a B.S. in Geology from the University of Utah.


Galyn Land
Executive Director, Denver, Colorado

Galyn Land is a project and construction management professional.  Since 1989, Mr. Land has performed due diligence reviews on over 400 project financings encompassing: natural gas storage projects, petroleum and chemical refineries, natural gas pipelines, air pollution control projects, solid fuel (coal, wood, and refuse) power plants, gas/oil fired power plants in both combined and simple cycle configuration, coal gasification, and biofuel facilities. He has reviewed project and construction issues related to contracts, constructability, project and construction costs, and schedules. Mr. Land has also provided construction- monitoring services on various types of facilities in North America. He has a B.S. in construction management from Colorado State University.


Joe Mendez
Executive Director, Houston, Texas

Joe Mendez has extensive experience in the energy industry, allowing him to identify and capture value in markets and from assets.  His expertise lies in pro forma development, asset development, project management, financial restructuring, financial and turn around market analysis, power marketing, negotiations, contracts, international projects, acquisitions, and due diligence. 

Mr. Mendez has worked on numerous renewable energy financings, including wind and solar projects and geothermal and biomass technologies. He has reviewed the key commercial agreements (including feedstock supply and power purchase agreements) and financial models to ensure that the technical and commercial assumptions were reasonably achievable.  As part of his work, Mr. Mendez typically reviews market forecast reports to ensure that their underlying operating characteristics are feasible and that cash flow forecasts are accurately depicted in the financial model. Mr. Mendez has a M.B.A. from the University of Texas, a J.D. from UCLA School of Law, and a B.S. in Civil Engineering from Texas A&M University.


Mike O’Dell, P.E.
Executive Director, Denver, Colorado

Mike O’Dell has enjoyed a long career in the power industry. As an Independent Engineer, Mr. O’Dell identifies a project’s potential technical and operational risks as part of the due diligence process and is responsible for managing and performing reviews to support project financings.  He has provided reviews on a variety of technologies, including wind and solar power projects; thermal stations; flash and binary geothermal facilities; waste energy facilities; and combustion turbine facilities.  Mr. O’Dell advises clients on financial and technical due diligence, asset management, and project management activities. Prior to joining E3, he was a senior project manager for SAIC Energy, Environmental, and Infrastructure, LLC (formerly R.W. Beck).  Mr. O’Dell has both a B.S. and a M.S. degree in Mechanical Engineering from the University of Missouri at Rolla and is a registered professional engineer.


Paul Paxson
Executive Director, Denver, Colorado

Mr. Paxson comes to E3 with 34 years of operational and consulting experience in the energy generation industry. Having worked on over 160 generating projects, he has a proven background across a variety of technologies including PV solar, CSP, wind, combustion turbines, steam turbines, biomass, reciprocating engines, biofuels and landfill gas applications. Mr. Paxson also has deep consulting experience related to plant life-cycle matters including O&M costs, major maintenance and life extension costs. Prior to joining E3, Mr. Paxson was employed as an independent engineer and management consultant. He also worked for more than a decade with the Kinder Morgan Power Company as an asset and power plant programs manager. Mr. Paxson is a nine-year veteran of the U.S. Naval Nuclear Power Program, where he served at the Naval Reactors Facility in the Idaho desert as an instructor and also onboard the USS Michigan where he completed six deterrent patrols. In addition, he has completed substantial coursework in mechanical engineering, business, and economics.


John Purcell, P.E.
Executive Director

John Purcell has managed domestic and international power projects for architects, engineers, constructors, and owners for more than 35 years. His 20 years of nuclear experience includes six years on the senior site PWR management team where he managed projects and programs consisting of integrated engineering, design subcontractors, construction contractors, owner QA, and owner start-up teams. Mr. Purcell’s extensive EPC project management experience includes gas-fired combustion turbine, geothermal, woody biomass, hydroelectric, and natural gas liquid plants. His project team was awarded ‘Project of the Year’ for the Machala Power Project, a 130 MW natural gas simple cycle plant located in Ecuador, South America, which also achieved early operation. At present, Mr. Purcell serves as the on the Independent Monitoring team monitoring the Donald C. Cook Nuclear Plant’s multi-year Life Cycle Management Program. He is a licensed professional engineer with a B.S. in Mechanical Engineering from Lowell Technological Institute and a M.B.A., University of Pittsburgh.


Albert Rettenmaier
Executive Director, Denver, Colorado

Albert “Al” Rettenmaier has 30 years of experience as an energy executive in the renewable energy, gasification, power generation, oil & gas and chemicals industries. He has managed engineering and construction for capital-intensive projects and has an in-depth understanding of how to develop and successfully implement large capital projects. His expertise in front-end project development is key to getting projects through final investment decision and to financial close. His experience in R&D, projects, operations, and startup companies enables him to assist clients on matters of technology, project contracting strategy and execution, due diligence, creditor advisory, and other services pertaining to project financing. He has a B.S. in chemical engineering from the University of Kansas.

Raji Sundar (Rajalakshmi Sundaramoorthy)
Solar Resource Analyst

Ms. Sundar recently joined E3 as a solar resource analyst. Ms. Sundar brings E3 a strong background in the renewable energy field, with more than seven years of experience in the solar industry. Prior to joining E3, she was the team lead of the PV System Performance and Operations Group with the US-Photovoltaic Manufacturing Consortium in Albany, New York. The Consortium was partially funded by the U.S. Department of Energy’s Sun-Shot Initiative. She did her postdoctoral studies with the National Renewable Energy Lab (NREL), analyzing and testing copper indium gallium diselenide (CIGS) thin-film photovoltaic cells. Ms. Sundar holds doctorate in Advanced Physics and a M.S. in Physics from the University of Texas.


Vince Tummarello
Managing Director, Mahwah, New Jersey

Mr. Tummarello has more than 38 years of experience in power generation and electric transmission systems. As a managing director with E3, Mr. Tummarello oversees the management of E3’s New York-based office. In addition, he has both participated in and led a number of E3 projects involving technical, commercial, and regulatory aspects of power plant due diligence investigations, bio-mass project advisory services, and advisory services on operating power plants and district heating/cooling systems. He has significant experience in operations and maintenance, power plant engineering, fuel procurement, power marketing and environmental compliance. Prior to joining E3 Consulting, he served as the Division Vice President for Orange and Rockland Utilities, Inc., Mr. Tummarello was responsible for the electric generation business unit, including all plant operations and maintenance activities, and the associated engineering, construction, fuel purchasing, power marketing and environmental compliance activities. As a consultant, he has performed a large number of O&M reviews for clients, and has provided detailed feasibility studies for on-site generation applications for municipal, commercial and industrial energy consumers. Mr. Tummarello has a M.B.A. from New York University and a B.S., in Mechanical Engineering from Rensselaer Polytechnic Institute.

Vince
