E3 Consulting Provided Independent Engineering Services for
New Natural Gas-fired Power Plant in New York City

DENVER—E3 Consulting, LLC (E3), a leading business and technical advisor to the energy industry, announced today that it provided independent engineering services in support of the debt financing for Astoria Energy II LLC, a $1.3 billion 550-MW natural gas-fired power plant that will be located in Astoria, a borough of Queens, in New York City.

E3’s scope of services included a review of the project’s technology, permitting requirements, construction plans and schedules, and economic analysis.   Astoria won a 20-year power purchase deal with the New York Power Authority in July 2008. They will construct, own and operate the plant.  Construction of the plant is expected to be completed by summer 2011 when Astoria will provide electrical power to New York Power Authority’s customers in the New York City metro-area.  Financing for the deal attracted 13 financial institutions, including Energy Investors Funds, SNC-Lavalin, Calyon, and Natixis, among others.
