Representative Projects

Sewage Pipe

Vista Ridge Water Pipeline Project, Texas

E3 served as the Independent Engineer for the Vista Ridge Regional Supply Project (Project), a 142-mile water pipeline that will expand the water supply by 20 percent for the fast-growing City of San Antonio, Texas. The Project is one of the largest-scale public-private partnerships (P3) in the water sector. Missouri-based Garney Holding Company (dba Garney Construction), through its subsidiaries, led the Project development team and will complete the design and construction of the Project. The Project company entered into a 30-year concession agreement with the City of San Antonio, acting through San Antonio Water System, to deliver 16.3 billion gallons of water to the City annually. Project financing for the $927 million non-recourse loan was arranged through Sumitomo Mitsui Banking Corporation, who led an international bank group that included CoBank, Commonwealth Bank of Australia, ING, Korean Development Bank, and Societe Generale. As the Independent Engineer, the E3 team provided technical due diligence, addressing the technical and commercial aspects of the Project on behalf of the financing parties. E3 also provided construction monitoring services. To learn more about the construction of the project, visit https://www.garney.com/projects/vista-ridge-water-supply-project/.

Cold Storage

New Cold Storage Warehouse, Washington

E3 was retained by project lenders to prepare an Independent Engineering report to support the construction financing of a new state-of-the-art automated cold storage warehouse in Tacoma, WA.  The 210,000-square foot facility can handle over 100,000 pallets of frozen food using highly automated conveyors and robotic cranes.  E3’s scope included reviewing the project design, construction cost estimate, major construction and equipment purchase contracts, permitting requirements and the financial projections.  E3 also monitored construction progress and certified completion for the lenders.

Construction

Genera Vonore Facility, Tennessee

E3 served as the Independent Engineer for a review of the technology for this Tennessee-based manufacturing firm that was seeking to finance a manufacturing facility to produce its Earthable® line of sustainable agricultural fiber products. Genera was able to secure more than $118 million in new investment for the facility, which will be constructed in Vonore, TN. The facility will produce products using locally-grown grasses and other agricultural crops to manufacture compostable food service packaging products, such as takeout containers, plates and bowls. E3 is serving as the construction monitor on the Project.
